Job Description / Role:

Parsons is looking for an amazingly talented Assistant Contracts Manager to join our team! In this role you will get to be part of a major Program Management Office in Riyadh.

Key Responsibilities:

  • Checking and reporting on designer, contractor and associated parties compliance with the contract and progress of works.
  • Coordination with site team to ascertain contractual and practical measures to ensure compliance with requirements.
  • Advice on specific requirements of the contract and performance in accordance therewith.
  • Assessing contractual implications of site decisions and optimization of practical contract conditions.
  • Review of contractual correspondence from and to contractors and consultants.
  • Maintenance of trackers for securities, early warnings and claims.
  • Advising on entitlement in respect of variations and claims and recommending appropriate solutions.
  • Review of contract documentation in respect of consultants and contractors.
  • Involvement in and management of performance reviews in respect of consultants and contractors.
  • Advising on compliance with Tender and Procurement Law.
  • Assessment of Technical and Financial tender proposals.
  • Ensuring that changes are managed in compliance with the contract provisions.
  • Recommending improvements in contract management processes in alignment with Client protocols.
  • Advising on entitlement and valuation of time and cost claims.
  • Maintaining a working relationship with Design, Construction, Engineering, Procurement and Legal Management to facilitate organizational interfaces.
  • Liaison with the PMO Cost Management team, in the management of Change Orders.
  • Agreeing valuations methods of reimbursement with client and Parsons representatives.
  • Liaison and coordination of agreement on valuations with Contractors.
  • Managing directives and variations, reviewing client requirements, assessing implications negotiation of omissions or extra costs, coordination and reporting on the contractual implications of other parties engaged with the works.
  • Final Accounts management including preparation, submission and agreement with client/Consultant and similarly with the respective subcontractors.

Experience Required:

  • Minimum 10 years of experience within the construction industry.
  • Experience in a commercial / contract role with Grade A contractor is desirable.
  • Having sufficient years of experience involving in Infrastructure Works / fields.

Education Qualifications: Bachelor’s Degree in Quantity Surveying / Construction Management / Construction Technology / Civil Infrastructure Engineering / Architecture

Skills Required:

  • Technically sound with sufficient knowledge on construction methodology.
  • Good in interpreting contractual terms and understand the legal implications of construction project.
  • Analytical thinking, able to apply logic / rationale and impartial judgement on any prepared contractual communication correspondences.
  • Good proficiency in English language and writing skills.
  • Knowledge of principles of measurement.
  • Sound understanding of the application of legal principles.
  • Membership of a Chartered organization such as RICS is desirable.
  • Understand contractual terms & conditions, process, scope of work, compensation schedule, project milestones/critical path and contract administration requirement.
  • Sound knowledge on contractual terms and conditions, FIDIC and others.
  • Client facing.
  • Attentive to details, meticulous planning and organizing.
  • Possess general management skills such as the ability to act with integrity, use sound judgement, drive for results and focus.
