Job Title: Senior Manager: Constructability

Company Name: Parsons

Job Location: Riyadh, Saudi Arabia

Work Mode: On-site

Date Posted: 27-07-2026

Job Reference/ID: R183892

Job Description / Role:

The Senior Manager – Constructability is a senior, client-facing role responsible for managing the constructability process, rather than performing detailed technical constructability design.

You will define, govern, and oversee the end-to-end process by which constructability input is planned, coordinated, executed, documented, and closed out across all major rail packages (stations, corridors, structures, systems, and interfaces).

The focus is on project management, governance, and coordination – ensuring that the right technical experts are engaged at the right time, that reviews are timely and effective, and that outcomes are traceable and integrated into design and delivery.

Key Responsibilities:

  • Develop and maintain the constructability management plan for the rail programme, including workflows, review gates, and approval stages.
  • Define constructability governance structures (committees, review panels, escalation routes) and ensure alignment with overall project governance.
  • Embed constructability checkpoints into design and construction programmes, in coordination with design management and planning teams.
  • Set process standards for constructability reviews, including required inputs, participants, documentation, and closure criteria.
  • Plan and sequence constructability reviews across all key rail assets (stations, viaducts, tunnels, trackwork, depots, systems) in line with design maturity.
  • Ensure the appropriate technical constructability specialists, designers, construction managers, operations/maintenance, safety, and client representatives are engaged at each review.
  • Oversee the scheduling, agendas, and logistics of constructability workshops and review meetings, ensuring efficient use of stakeholder time.
  • Coordinate cross-package and cross-interface constructability activities, particularly where multiple contracts or delivery partners are involved.
  • Establish and oversee systems for logging constructability comments, actions, and decisions across the programme.
  • Ensure robust tracking and follow-up of actions assigned to design teams, construction teams, and other stakeholders, driving timely resolution.
  • Monitor and manage a constructability issues register, ensuring high-risk or cross-cutting issues are escalated and addressed.
  • Ensure decisions and trade-offs relating to constructability are documented, approved through the appropriate governance channels, and communicated to relevant parties.
  • Integrate constructability process milestones into the master programme in collaboration with planning teams.
  • Monitor adherence to constructability timelines, identifying slippages and coordinating recovery plans or resequencing where required.
  • Maintain a risk register focused on constructability process risks (e.g., late reviews, incomplete participation, unclosed actions) and drive mitigation measures.
  • Develop and report on constructability process performance metrics (e.g., review completion rates, action closure, impact on design changes and rework).
  • Act as the senior point of contact for client and senior stakeholders on constructability process matters across the rail programme.
  • Lead high-level constructability coordination meetings and governance forums, presenting process status, risks, and key decisions.
  • Ensure alignment between constructability process and other project processes (design reviews, safety-in-design, value engineering, change control).
  • Coordinate interfaces with external stakeholders (utilities, authorities, adjacent project owners) where constructability considerations affect coordination and approvals.
  • Oversee use of Common Data Environments (CDE), issue-tracking tools, and collaboration platforms to support constructability workflows and documentation.
  • Work with BIM/digital teams to integrate models and 4D/5D tools into the constructability review process where appropriate.
  • Capture lessons learned on constructability process effectiveness and drive continuous improvement of workflows, templates, and governance structures.
  • Develop and maintain organisational guidance on constructability process management, including playbooks, checklists, and training materials.

Experience Required: 15+ years of experience in major infrastructure or construction projects, with at least 10 years in rail (railway, metro, LRT, or transit). Significant experience in process-focused project management or design/construction governance roles (e.g., design management, review coordination, programme governance). Familiarity with rail design and construction environments (stations, track, structures, systems, operational interfaces), even if not acting as a technical constructability expert. Experience working within large, multi-disciplinary, multi-contract mega-project or programme environments.

Education Qualifications: Bachelor’s degree in Engineering, Project Management, or related discipline. Professional project management qualification (e.g., PMP, PRINCE2) or chartered/professional status is highly desirable.

Skills Required:

  • Strong leadership in process and governance, able to design and enforce structured workflows across complex projects.
  • Advanced project management skills, including scheduling, risk management, stakeholder management, and reporting.
  • Excellent communication and facilitation skills, comfortable leading senior-level meetings and presenting to client leadership.
  • High level of organisational and coordination capability, managing multiple constructability streams and interfaces.
  • Strong focus on documentation, traceability, and compliance with project procedures.
  • Collaborative and influential, able to secure participation and commitment from design, construction, operations, and client stakeholders.
  • Proficiency with project and collaboration tools (e.g., MS Project/Primavera, CDE platforms, issue-tracking systems, dashboards).
