Job Description / Role:
The Specialist – OHSE is responsible for developing, implementing, and monitoring project-specific Occupational, Health, Safety, Security, and Environmental plans for TSS programs, security-centric EPC projects, and police force automation programs operating in high-risk environments. The role will ensure that QA/QC, HSE, security, emergency response, travel advisory, and field operation controls are properly planned, executed, monitored, and reported. The position will also support personnel tracking, security risk assessment, and emergency response activation for staff and contractors operating in remote or high-risk locations.
Key Responsibilities:
- Develop and maintain project-specific QA/QC plans, HSE plans, security plans, registers, procedures, and compliance documentation.
- Establish quality control processes, inspection requirements, FAT/SAT procedures, audit checklists, and acceptance controls for project deliverables.
- Monitor the implementation of OHSE plans across TSS projects, EPC programs, field operations, vendors, contractors, and subcontractors.
- Develop and enforce HSE plans, site safety procedures, environmental controls, and risk mitigation measures for field activities.
- Prepare security plans, security risk assessments, travel advisory plans, and emergency response plans for operations in high-risk environments.
- Monitor real-time geolocation of staff and contractors using digital asset/personnel tracking systems such as ATAK or equivalent platforms.
- Activate and coordinate emergency response actions in response to security, safety, medical, environmental, or operational threats.
- Develop and deliver project, site, safety, security, and travel induction training for staff, contractors, and field teams.
- Support demining-related planning, severity planning, hostile environment controls, and field mission readiness where required.
- Conduct OHSE inspections, audits, incident reviews, non-conformance tracking, corrective actions, and lessons learned reporting.
- Prepare OHSE reports, risk registers, compliance updates, emergency response records, and management briefings.
- Travel to high-risk project locations to support on-site implementation and monitoring of OHSE plans.
Experience Required:
- Minimum 3 years of experience in QAHSSE, QA/QC, HSE, security risk management, emergency response, or field compliance roles.
- Experience supporting commercial, industrial, construction, telecom EPC, security, or infrastructure projects.
- Experience developing and implementing QA/QC plans, HSE plans, security plans, travel advisory plans, and emergency response procedures.
- Experience working in or supporting operations in high-risk, remote, or hostile environments.
- Experience establishing quality controls, inspection processes, FAT/SAT procedures, QA registers, audit checklists, and nonconformance tracking.
Education Qualifications: Bachelor’s degree or diploma in Engineering, Environmental Management, Security Management, or a related discipline.
Skills Required:
- Good knowledge of ISO 9001, ISO 14001, ISO 31000, and ISO 45001 standards and their application in project environments.
- Excellent planning, report writing, training delivery, coordination, and communication skills.
- NEBOSH certification or equivalent occupational health and safety certification.
- ISO 9001, ISO 14001, ISO 31000, and ISO 45001 awareness or formal training.
- First aid certification or emergency response training.
