Job Description / Role:
We are seeking a proactive and safety-focused HSE Officer (Civil Construction) to ensure the effective implementation of Health, Safety, and Environmental (HSE) policies across construction sites. The role is responsible for promoting a strong safety culture, conducting inspections, ensuring regulatory compliance, investigating incidents, and supporting project teams in maintaining a safe working environment throughout all phases of construction. The company specializes in complex civil construction projects across government, healthcare, education, residential, and commercial sectors.
Key Responsibilities:
- Implement and monitor HSE policies, procedures, and safety management systems across project sites.
- Ensure compliance with UAE HSE regulations, company standards, and client requirements.
- Conduct regular site inspections to identify unsafe acts and unsafe conditions.
- Ensure all construction activities comply with approved method statements and risk assessments.
- Conduct daily site safety inspections and toolbox talks.
- Monitor high-risk activities including excavation, lifting operations, work at height, confined space entry, hot works, and heavy equipment operations.
- Ensure proper use of Personal Protective Equipment (PPE) by all personnel.
- Coordinate safety inductions for new employees, subcontractors, and visitors.
- Conduct risk assessments and Job Safety Analysis (JSA) for construction activities.
- Investigate accidents, incidents, near misses, and unsafe conditions to identify root causes.
- Prepare incident investigation reports and recommend corrective and preventive actions.
- Monitor the implementation and effectiveness of corrective actions.
- Deliver HSE induction programs and ongoing safety training sessions.
- Promote safety awareness campaigns and encourage a proactive safety culture.
- Coach supervisors and site personnel on safe work practices and regulatory compliance.
- Support emergency drills and evacuation exercises.
- Maintain HSE records, inspection reports, permits, incident reports, and compliance documentation.
- Prepare daily, weekly, and monthly HSE performance reports.
- Monitor HSE KPIs and recommend improvement initiatives.
- Ensure all statutory and client-required documentation is up to date.
- Ensure emergency response plans are implemented and regularly reviewed.
- Verify the availability and maintenance of emergency equipment, fire protection systems, and first aid facilities.
- Coordinate emergency response activities when required.
- Participate in emergency drills and evaluate response effectiveness.
- Work closely with project managers, engineers, supervisors, subcontractors, and client representatives.
- Liaise with regulatory authorities and client HSE teams during inspections and audits.
- Support internal and external HSE audits and ensure timely closure of observations.
- Foster collaboration to achieve project safety objectives.
Experience Required:
- 3–6 years of HSE experience within civil construction or general contracting projects.
- Experience working on commercial, residential, infrastructure, or government construction projects is preferred.
- Current UAE experience is highly preferred.
Education Qualifications: Bachelor’s Degree or Diploma in Occupational Health & Safety, Environmental Science, Civil Engineering, or a related discipline. NEBOSH IGC or an equivalent internationally recognized HSE certification is mandatory.
