Job Description / Role:
Parsons is looking for an amazingly talented Senior Planning Manager – Forensic Scheduling & EOT Claims to join our team! In this role you will get to be responsible for leading all schedule‑related aspects of Extension of Time- and delay claims, while also providing conventional planning support to live projects when required.
Key Responsibilities:
- Review contractors’ claims, including baseline programmes, updates, and as‑built records.
- Assess adequacy of submitted schedules, logic, and supporting documentation (event registers, correspondence, site records).
- Identify and verify delay events, their causation, responsibility, and impact on critical and near‑critical paths.
- Prepare formal determinations and recommendations on entitlement in coordination with project controls and contracts teams.
- Identify and clearly document concurrent delays and their impact on entitlement and cost claims.
- Lead forensic schedule analysis using recognized methodologies, including Time Impact Analysis, Windows Analysis / Windows Assessment, and Collapsed As‑Built (But‑For) Analysis.
- Develop and maintain analytical models and comparison schedules to support claim evaluations and dispute resolution.
- Validate and, where necessary, reconstruct contractor schedules to make them fit for forensic analysis.
- Provide expert input to negotiations, mediations, and potential dispute resolution processes (e.g., adjudication, arbitration) from a scheduling perspective.
- Prepare “but‑for” analyses to support evaluation of prolongation cost claims.
- Link time‑related delay analysis outcomes to cost impacts (prolongation, disruption, loss of productivity) in coordination with commercial and quantity surveying teams.
- Draft clear, structured, and technically sound narrative reports explaining methodology, delay events, critical path impacts, and conclusions.
- Develop, update, and maintain baseline and revised schedules in Primavera P6 for assigned projects.
- Monitor progress and produce regular planning reports (S‑curves, progress charts, milestone tracking).
- Prepare short‑term look‑ahead programmes (e.g., 2‑week, 4‑week) and coordinate with site teams to plan upcoming activities.
- Identify schedule‑related risks and potential future exposure and advise project management accordingly.
Experience Required:
- Minimum years of relevant experience in planning, scheduling, and project controls within major construction or infrastructure projects.
- Significant, demonstrable experience in forensic scheduling and / delay analysis on complex projects.
- Proven involvement in the preparation, review, and defence of and time‑related claims (contractor or client side).
- Experience working with standard forms of contract (e.g., FIDIC or equivalent) and their time‑related clauses and claims procedures.
Education Qualifications: Bachelor’s degree in Civil Engineering, Mechanical/Electrical Engineering, Construction Management, or a closely related discipline.
Skills Required:
- Expert proficiency in Primavera P6; ability to work with complex, multi‑contract programmes in enterprise environments.
- Strong capability in: Logic development and critical path analysis, Baseline and update programme validation, As‑planned vs as‑built comparisons.
- In‑depth knowledge of delay analysis methodologies.
- Strong MS Excel skills and familiarity with other analytical tools.
- Ability to prepare high‑quality written narratives and technical reports in English.
- Good understanding of the relationship between time, cost, and productivity for prolongation and disruption claims.
- Highly analytical and detail‑oriented, with a rigorous and methodical approach to forensic schedule analysis.
- Strong stakeholder management skills.
